Average games are 5 minutes/planet or asteroid if you are doing one way expansion, till you run into enemy.  This is on everythign Fast.  Though you can usually colonzie a bit faster than this, liek 3 minutes per roid, you won't have the moeny to upgrade research and build at the same tiem if you do.

If you expand 2 ways fromt eh start you can do it pretty fast, but you will be spendign all your money for plaent upgrades pretty much.

I try to expand as quickly as my fleet can support it (based on using a cap ship early to maximize exp) and as my empire can afford it.

I might sweep a neutral system for exp, then let the cap ship sit awhile and regenerete shields/hull...but won't colonize it until I can afford the 2 upgrades to remove underdevelopment costs.

Seems like once you get 4 or 5 planets, you can pretty much afford to expand as fast as your enemy will let you.

Check you finance card (mouse over the money). Colonies lose money at first, until you get more tax payers on it. This takes time and planet population upgrades. Expanding too fast can put you in a money bind where you have to wait to afford the planet upgrades. The black market might help you out of it. The planet population upgrades typically give better returns than trading posts.
