Captured Raloz Heavy Constructor Issues

While playing as Advent, I used the Rapture's Domination ability to capture a Raloz Heavy Constructor.  To my surprise, the Raloz Heavy Constructor appeared to retain the ability to build a Starbase.  When I tried to use the Raloz's Construct Star Base ability, the 1000 Credits and 100 Metal and 125 Crystal were deducted from my empire's coffers, but the Constructor did not build anything.  It would do this every time I used the Construct Star Base ability.  While it would be awesome to be able to build TEC Starbases as the Advent, it's probably better to just disable the ability on captured Raloz constructors. 

By the way, this problem has an even simpler solution, like the old doctor-patient joke:

Patient: "Doc, it spends resources when I use Construct Star Base."

Doctor: "Then stop using it!"

This happened to me as well. It was a little odd to have the ability available, to say the least. And i tried to build one as well. The ability is used, with the constructor flying to the spot you designate and everything, but no SB.

I suppose you might be able to retrofit the constructor on capture to make it produce a Transcencia SB, but even that is a little weird.

Basically, just seconding to say that yes, this is an issue for the advent.

did you guys try it on an empty gravity well or did you already have a starbase at that spot?

There was no starbase already there. I tried this after reading tiberius' post, so I made sure there were no possible restrictions.
