When eco-ing, which techs are advisable to get first, second, third?  You can state the general case first, and then race-specific cases second.

I'm no eco-whore, but I used to get the terran population upgrades first before moving on to minerals.  My rationale was that credit income was the most important, and that was the upgrade that would influence population, thus credit income.  Later, I switched my philosophy and started teching minerals first, and rarely getting the terran pop upgrades, if at all.  My rationale for the switch was that I usually don't have tons of terran planets under my control, thus the research is largely wasted.  Which philosophy is correct?

sart by getting the pop upgrade on starting planet asap (after nessicary extractors cap port and research stations)

Nah the population cap tech is not worth it for just 1 planet.  You are better off making 1 extra tradeport with that cash, or making frigates.  Even if you colonize 2 additional terran planets at the start of the game, it will take long time for the population cap tech becomes relevant on those planets, since they have to reach their maximum population with civilian infrastructure 4, and that takes a long time.  So I wouldn't touch it till much much later.

By and large getting tradports is most important.  This is very difficult as Vasari, so sometimes I will get the resoruce upgrades first if I have a lot of neutrals.

tbh, I build both refinery and trade port at the same time.

when upgrading, it always pop first then logistic slots, unless it is a home world planet, then i would go for logistic first

Same here. I allways go for the upgrade the planets pop first as not doing so will cost credits. Then build extractors as these are relitively cheap, and having the reasorces extracted is a heap cheaper than buying it.

Keeping an eye on the tax rate ( trying to keep that tax rate from going into the red) on my planets. I'll try to tech up to get the trade ports into play, then invest in some logistical slots and build 1 tradeport in all GW's possible, either with a SB with trade upgrade or trade port. This will really get the creds flowing.Then do the same with refineries, although I don't think it is neccasary to build them in all GW's. I'll try to build them in GW's rich in resources that I'm most lacking. With Vasari however It can be I believe, sometimes more advantagous to tech up and build refineries first, particularly if you have lots of resources, as you need less teching to get it available.

Well thats what I try to do, every game is different though. If your getting attacked heavilly from the get go, your deffences and fleets need to get far more attention.

well i play advent and always go for the mothership first

i always max the pop upgrades whenever i colonize a planet since i can do it relitively cheaply (compared to not having 20%-60% off planet upgrades)

It depends on what I happen to have in my area. If I have lots of terran planets ( yeah, right ! ), then I go for upgrades to the max population and trade ports. If I have have lots of ice, then I get ice/crystal upgrades. Creds/Crystal/Metal are all exchangeable on the black market, so I try to max my most abundant resource(s). A 10 percent bonus to 20 metal production is better then 20 percent bonus to 5 ice..

Typical game, though, I usually upgrade resource generating techs before planet population techs.
