Will Not Launch

clicking Sins of a Solar Empire.exe simply does nothing

I purchased Sins of a Solar Empire PCDVD for Windows at Target. The game is installed and up to date, using Stardock Impulse.

When I try to launch the .exe either via the launcher or simply double clicking Sins of a Solar Empire.exe nothing happens. The process appears in the task manager, but no window appears and the game does not appear under the tasks.

I have installed and run this exact game successfully before reformatting my computer.

What's going on here? How can I make it launch?

Intel Pentium 4 CPU 2.60GHz
1.50GB RAM
ATI All-In-Wonder X800XT

All drivers up to date.
