Yes it would be nice to be able to capture planets. I think there needs to be balance between capturing a planet and nuking/rebuilding one. The former needs to take significant resources in terms of troop ships and time involved in a capture to balance out more time consuming and expensive nuke rebuilding effort.

But having this option would add significant depth to this game. Can it be done with the current tools?

What if the person you are playing against is a different race that you are, what then, will you have to research their techs just to get it or can you just use it

Any sort of occupation should also have a negative culture effect on that planet. The local populace aren't going to enjoy being under the enemies control.

Sound like a cultural type thing, but instead of the planet "vacating" it would flip to you (perhaps with a low alliegence level to start with, etc)?  Perhaps you are asking for a special cultural bombardment cruiser or something?  Maybe it's something that could be considered for the diplomatic expansion.  I'm not sure such a thing is needed or warranted, but if you are asking for input, take that!

I believe that is the purpose of the cultural influence (propaganda, etc) research and deployment.  To add an offensive, i.e. military, alternative would be redundant and unnecessary.

Well the current culture overthrow does not leave the infastructure there, which would mostly be left if you just took over a planet rather than wiping it out.  Also what happens to the pop that "overthrows" the enemy empire?

It would make sense for it to remain yes?

Mabey just change the culture overthrow mechanics to actually flip the planet rather than just throw them out?  Mabey have it flip or destroy all structures in the system?  it would be more interesting to use culture then.

Infrastructure degradation might be a natural consequence of rioting leading up to the change, and perhaps deliberate sabotage both by those attempting to destabilize the local government and by the government itself when it realizes that its cause is lost.  An exception might be made for Advent influence, if they have more effective means of mind control through their powers and associated technology.
