Cloak

I hope this question hasnt already been asked, how do you add cloak tech to another race? Im playing the 7DS mod and I wanted to add cloak tech to one of the ships for the ROUGE race but I didnt get it right. Can someone explain to me how to go about doing that. It would be greatly appreciated.

Full cloak is IMPOSSIBLE! (for now)

RIght now, the cloak <i think> only phases it out. I could be wrong.
