The galaxyScenarioDef file contains templates for starting homeworlds, pirate base, etc. Usually it's modified to add new templates or modify existing ones (for example, adding a new race in a mod would need to have this file modified to add a default homeworld template for the race, otherwise it wouldn't start with a frigate factory or any constructors).
That said, I have no idea what "Deadly Forge" is supposed to be, where did you find it and do you have a link that explains what it's supposed to be for?
