Here are some instructions with some nice pictures to help.
First unzip the file you downloaded.
Now run the exe.
A window like this should appear.
Type in a location and name for the map file you are going to create. OR You can click browse and fide wher you want to save the file. Warning this program may overwrite files with out asking you. So make sure you know where you are saving the file and don't over write your hard work.

Now let input some numbers.
For "number of sides" you can enter any number from 1 on up. If you enter the number 1 it will only place one star at the top of the circle. For the number 2 it will have one at the top and directly oposite it on the bottom. For 3 it will give you a triangle and so on.
For you first time through just leave "ploygon centered on a star" checked.
"Radius" is well the radius of the circle the planet are going to be placed on.
"Rotational offset" is so you can rotate the ploygon you are going to create around the center. All polygons in this program have a planet/vertex that is at the top of the circle for rotation offset of 0. Rotation is in the Counter clockwise direction.
Now for cordinate you can enter them in 2 ways.
One by entering the "direct" cordinates of the center. So if you want the center at 100,100 you type 100,100.
The other way is by "offset". This is calulated from the outside of the circle. if you have a polygon with radius 100 and offsets set to 0 then the cordinates for the center will be 100,100. If offsets are set to 10 the coordinates for the center would be 110,110
The number of players is only so that when the map file is created it add that number of players for you. This does not mean that any of these players setting are configured or that they have a homeworld selected. You must do that in galaxy forge
When you are all set click "Create Map"
The progam should now look like this.

You can now go through again and add another polygon on to the first star ("polygon centered on a star" unchecked) or add another star with it own polygon of planets ("polygon centered on a star" checked)
When you are set to add something else to the map click "Add objects to the map"
Where you are don adding object to you map click "Save Map" the prgam should look like the picture above and your file should be right where you saved if.
you can click "Reset" to reset the program start over on a new map. Rember to check your savefile name and location.
Advanced option are only if you want to create a map file with out the intro setting and other stuff. This mean you would then have to manualy edit you map file or copy paste the text from the created file to another mapfile.
Now the final step. Open your map in Galaxy Forge 3 and finish the map off however you like.
