Send a pm to kryo, he handles wincustomize approvals for Sins, if memory serves.
I'm not sure why it would show it as not in moderation still (the tinyurl link just leads to a "no skins to display" page). There's one from you posted the 14th still in the queue since I haven't gotten to do this week's pass yet.
