Modding Shield Mitigation

I know that abilities like the Subverters can reduce maximum mitigation, and the file for a ship allows you to set the mitigation, but is it possible to mod the mitigation itself?  Could I create an ability that sets the current mitigation to a specific level, or that freezes (or accelerates) the decay of mitigation?

yes, if i understand correctly, you can. i myself have created a 5th ability for some of my custom capital ships which raises the mitigation 15% in addition to the preset mitigation. would you like an explaination of how i did this or do i not understand your question?

You can make an ability that modifies total mitigation, but there is no modifier to change the rate of gain/decay - the values for that are static and you can only modify them directly, not through an ability. And if you make a passive to just add/subtract mitigation it would still be subject to increases unless you drop the max attainable mitigation for that ship. So for example if you wanted to create a ship that always has 45% mitigation you'd have to make a passive ability that adds 30% and then set the max mitigation for that ship to 45% else it would climb when the ship gets shot.

I was planning to give the Dunov's EMP charge ability the power to "wipe" shield mitigation back to it's original level.  I suppose I could give it an effect that lowers the maximum mitigation to 0 for a brief duration (~ .5 sec) but would this do anything?  After the effect wore off, would mitigation return to its previous value, or start from scratch?

It should return to its previous level, assuming the ship is still getting fired on.
