the 2 cap ship thing with the Vasari is a bug will be fixed soon. There are some minor balancing issues with the Advent (possible 102% shield mitigation, real nasty, either dont research cultural, or shield harmonics and its all good. will be fixed soon) but overall fairly balanced. We are trying to get the planets better balanced in amoung themselves as well as improve on credit vs resource balance (you get waaaay to many credits too fast with barely a hiccup in resources). Starbases do work well though we are considering bumping them up some more (a lvl 10 cap can cause serious damage)
