One ability, different effects for enemy/allies?
How?
Simply put, is there a way to make it so an ability has a different effect on an enemy then it does on an ally?
I don't see any constraints that would allow something like that.

If you gave it two instant actions and each one had a different target filter, then it ought to be able to do it...
If this has to do with your balance ideas for Phase Out Hull, then such a thing would definately help...

I don't see anything off the top of my head
If I were you, I'd just start elliminating variables, try to figure out WHICH buff is doing the dumping.
I did find one small problem (that could actully be causing the dump)
in BuffPhaseOutHull
you have it set to no range. This isn't what you want. You want it to have range, just set it to a small number.
