Is 10 always the limit?

I'm using Galaxy Forge to make a big galaxy, but I heard 10 is the limit, as Homeplanet is already set to 10 for upgrade level. I think I may have put 15 however for Tactical strutures. What happens if it's over 10?

for tactical structures, the default HW limit is actually set to 15. No worries there.
