Impulse Problem

Unable to download anything

I have had Sins for several months but have never been able to download anything through Impulse. At the moment it's been stuck on "Downloading Impulse update - retrying" for well over an hour. I am still stuck on Ver 1.05 and if I try to download "Entrenchment" I get "Unable to perform this action at this time because Impulse is validating registrations." I have a 3.2ghz processor, 2gb RAM, 9500 fully upgraded with 1gb onboard. I even have difficulty in getting the forum to function properly. Help, please.
