Yes, their is a modding wiki, but its pretty recent so not a lot of information is in it yet. Might still help you though.
Also while I don't think it makes too much of a difference for your problem, you really should update it, as most of the current mods are for 1.041 and thus thats what most of the modders have in their minds.
As for starbase abilities, that depends whether you want it to be an ability that has to use upgrade points or that it has automatically like destabalize phase space.
