Scouts with the phase gate ability instead of unstoppable phase jump

im working with entrenchment 1.41 and i have made it so that scouts can use the phase gate ability from the visari capital ship.  it requires no antimatter and with no delays and no end buff time.  unfortunatly i cant seem to get the scouts to always leave one at every planet.  so occasionally there will be a planet without the phase node.  is there a way to make them constantly drop the phase node so i dont have to worry about this problem?

the most obvious would be to have the cooldown on the ability be less than 1/3 the time to cross  a GW

the cooldown is zero

there has to be some constraint that makes it keep activating non stop

or there has to be something im missing

it might be the finish conditions on the ability/buff combo, but in my own translation of the old phase scouts mod, it has a frustrating issue that the phase endpoints do not stay, but stop working after a couple of minutes.

that file is in the buffphase...targets and buffphase...... whatever the hell goes with it.  i had the same problem its the finish condition just delete it.  i cant figure out what im missing.

perhaps instead of just deleting the finish condition, you could simply have the ability refresh itself every x seconds? say every 15, or 30 or 60 seconds?

I enjoyed the phase scouts mod as well, very nice mod,
