AI Agreeing to Pacts then Cancel Same Pacts After Agreeing

See title. Currently playing as Advent against full team of AI and offering a Culture and Research Pact to a TEC AI. AI accepts but then immedietly cancels both pacts (has audio cues of accepting the pacts). Reverse happens as well, (same) TEC player offers me a Metal Pact, I accept and AI cancels immedietly.

Thoughts?
