(bug) Advent/TEC Supply Pact

Playing Advent, my brother playing TEC, we noticed that, even though the Fleet Supply Pact increased the number displayed in my Fleet Supply portion of the UI, when I tried to manufacture ships beyond my previous Fleet Capacity, I couldn't, due to Fleet Capacity limitations.

TLDR: For Advent, fleet supply pact only displaying in UI, not functioning in practice.
