Did you read the readme.txt file that came with the developer exe?

There are two "toolsets" within the dev exe that you can use. The first one you probably wont need but you access it by pressing: "ctrl+shift+M" the second one is the one to spawn ships and to do a lot of other cool stuff (instant colonize). This one you can use by pressing: "ctrl+shift+.". You will see a menu in the top left corner called "root" there you press "a" which switches you to the "change galaxy" menu. Here you press "f" for the spawn entity menu, there you select the player for which to spawn ships, then you can choose the ship you want in the order of "ship class"-"race"-"the ship itself".
