user.settings SavedGameFileFormat ignored in diplomacy?

Looks like it is always saving in binary. It used to be

SavedGameFileFormat 1

for binary, and

SavedGameFileFormat 0

For text

Was this intentionally disabled? Did the setting move? Did the value for text change?
