Modding the super-powered pirates to more normal levels

Hey all.
I bought and downloaded the Diplomacy + Entrapment expansions, and I need your help with something. I want to modify the files so that the pirates will be manageable.
Pirates buy 2 upgrades before each raid, each of the following upgrades has 20 ranks:
Armor: +2 armor.
HP: +20% hp.
Regeneration: +45% hp regen.
Weapon damage: +20% damage, +5% range.
Weapon cooldown: -7% autocannon/laser cooldown.
I want to change those stats to the following:
Armor: +1 armor.
HP: +10% hp.
Regeneration: +5% hp regen.
Weapon damage: +2.5% damage, +1% range.
Weapon cooldown: -1% autocannon/laser cooldown.
That way, we won't have the 100+ attack rating of the pirates, and instead, they'll have somewhere around 30 - 40 tops, and their armor hits the 20 - 30 range instead of 40 - 50. They also won't be firing halfway across a gravity well, and they also won't have instant fire rates. They will also have less HP regen.
I looked for how to do the entity file conversion but I can't find an editor that will work. Someone told me that I need to do the pirate research entity files to mod those. Or will it be much simpler to remove all those pirate_research.entity files altogether (relocate them to another folder elsewhere? Then no upgrades at all for the pirstes in Diplo without losing online gameplay ability or game crashes or stuff like that?
