How is it exactly that you offer missions to the pirates?

Hello. I've been playing Sins for a long time. I played the first diplomacy beta back in November, but I didn't play the 2nd and 3rd stage of the beta. I know you can now offer missions to the pirates (appart from the bounty you put on other people). On the bottom of the pirates window there is a button to offer missions to the pirates, but it is always grayed out (not available). The button says that I need more research, but I already did the apropriate research in the diplomacy tab. This "Bounty Hunting" Research let's me offer missions to other people, but the ability to offer missions to pirates remains unavailable. I don't know how to offer missions to the pirates.

 

I would like to know what I need to be able to offer missions to the pirates. Thank you in advance for your answers.

To offer missions to the Pirates, you need a tech higher up in the Diplo Tree that specifically gives you the ability to issue missions to the Pirates.
