Personally, just reading over them, i think the Vasari's Envoy cruiser is best of the three, and the TEC sucks.... Can't remember the abilities it has right now, but i'm about to play a game, and just wanted this to get going while i was busy doin that. What do ya'll think?

The Neruda's Worthy Cause ability is reason enough to use it. I didn't really look much at the other two, but the Vortuntak's Grant Amnesty might be worth looking at.
Both the Neruda and the Voruntak are good. Herald, not so much.
Neruda gives the owner an income boost, the ally a trade boost, and raises population growth rate dramatically.
Herald increases culture production, increases current allegiance, and blows up.
Voruntak increases production and extraction rates, current planet health, and makes planet invulnerable for a short period. Seems to me that Mutual Threat is an undervalued ability. It's very powerful. It's just not boosting yourself. 
I didn't actually get a chance to use an envoy...got a little ahead of myself and tried to fight 9 vicious opponents...which did not end well...think i need to work up to that.
Anyway, i did look it over and i underestimated neruda's abilities. THey may be useful...if i ever get to use one.
