I'm not sure if you can completely get rid of them, but if you can it would be in the string file. More than likely you will just have to deal with every planet having tatical slots of 0. Also you'll have to change the planet bonuses that give extra tactical slots (Like high security protocol). That said, if everything uses logistical slots, then whether or not the tactical slots appear doesn't matter, they will always just go unused.
