Forces at unexplored/explored planets

I was wondering if it was possible to change those forces that you come across when exploring planets? By this i mean for instance you come across different races, different numbers, or perhaps capitol ships or structures. And one more idea is that possibly after you colonize a world sometime after you do that there is a possibility for the planet to revolt and to manufacture ships to try to take it back.

the first is fairly easy to do with the galaxy forge, just doubleclick on the planet/gw that you want to alter the ships/structures at then add the ships/structures

the second is not currently possible except during a game where the player fails to properly defend their planets.
