How can I download patch 1.16 for Sins of a Solar Empire? I need this patch (not 1.15, not 1.19, only 1.16) for one mod but I can't find it. Someone can help me with this?

You cant. Unless you archived it when it was first released.

Going forward, you can set Impulse to create an archive before the game updates so that you may roll back as needed in the future. To do this, click the blue button in the upper left of Impulse and choose 'Preferences'. Click 'Archive applications before updating' to have Impulse do this for you automatically. In the future, to roll back, click the blue button again and choose 'Restore archive'.
