Can't open forge

When I save the forge RAR file I can not open it. What program do I use to open it? Where do I save it to? Help please.

either winrar OR 7zip. assuming it is galaxyforge you are refering to, it can work in ANY location, if it is the partical forge then it NEEDS to be in the sins program folder.
