Multiple Effects Per Ability

I'm still tinkering with abilities- and I wonder. Is it possible to take something like the Akkan Battlecruiser's Ion Bolt- Where it takes longer to 'restore' some systems than others?

As in, the engines come online first, then the weapons, then after a delay, abilites?

Or does the game architecture say no?

yes you can, there are several abilities that have that effect (can't remember them)
