New player. Came to the forums to learn some strategy. What is the "Starbase" and "Starbase Constructor" everyone is talking about on the forums? I can't find this in the game.

Its in the entrenchment expansion. If you don't have entrenchment and diplomacy expansion yet, I suggest you buy them.
Starbase is a huge space fortress capable of holding off huge amounts of invading fleets and soaking tons of punishment
to construct a starbase u need its respective constructor (ralos, talion and jarun migrators) each unlocked in tier 2 and 3 in defense, security and fortification research tab.
Note that starbases are expensive and that a basic starbase can't soak up that much damage and can't deal out too much punishment. However, upgraded starbases can become monsters and the Vasari starbase can move (slowly) through the gravity well, but they can be knocked down by players who know what they are doing.
Aha! Expansions... ok will look into that. For now I'll just try to stem my near constant pattern of losses to the computer with some of the tactics I've read here. (I've won one time.) Thanks!

Definitely read the Strategy forum and Raging Amish's sticky thread that breaks down the different units (stickied at the Strategy forum, I mean).
ironically, Entrenchment would help you win more games, the AI doesn't know how to defeat the starbases
