Phase Stabilizers for all races

I was wondering if anyone has made a mod for this or if anyone knows how to make phase stabilizers for every race. I tried, but the result is a building that doesn't do anything. I've tested it out for both TEC and Advent, but it doesn't work. It's just a building that takes up space. When selected the ability is not present and the animation effect in the middle is not active. Can anyone help, or if someone already has done this, can someone tell me where to find it?

Nevrmind, I figured it out. Wasn't working for the first few games but now it does...strange.
