200% ship build speen my TEC planets

am playing as TEC sometimes i see a 200% ship build speed buff on my planets and it not from my carrier . where is it from ??

On al ur planets or just one? If the carrier activated Rapid Manufacturing, then left, Rapid Manufacturing will affect the planet it left and the planet it Jumped to.

There could also be a Planetary Bonus in effect, but I'm not entirely sure.

just one at a time , i took the planet from a vasari , and kjust now am bombing another one of his planet and i see the bonus again

Are you sure it's Ship Construction rate?

It could be the bonus granted by an Akkan's Colonize ability, if you're using an Akkan to colonize, that is.

IIRC, one of the Vasari envoy's abilities does that.

That definitely sounds like the Voruntak's Mutual Threat ability. It temporarily boosts resource and ship production rates by 200%.
