I know it is me. But this is not working. They are not leveling up. ( like coming out at level 3 ).

I'm at a loss. I have spent countless hours trying to figure this out. They still will only build two caps at most. AND wont even level up to 3. EVEN with it being free. I made the cost of the caps 1 for each. ( crystal, metal, money)
I don't get it. What am I doing wrong.
