I would like to know your interpretation on several things for which we have no canonical explanation such as what the population represents,the planet health,the threat chasing the Vasari,the underdevelopment tax and the rest.

Population - People that pay taxes.

Planet Health - How much Planetary Defenses (shields, bunkers, etc.) are available

The Threat Chasing the Vasari - Leave to the Devs. They may already have something in mind for a later project.

Underdevelopment Tax - The Cost of items that colonies need but cannot produce for themselves. Food, Police Support, Medical Supplies, etc.

Nobody is in the colony pod... colony pod are big cloning machine who host a lot of various ADN sample...

These new way of colonize allow to have a fast growing population without the need of a huge colony ship... ADN sample don't need food or air during the transit and take very little place...

Once landed, engine of the colony pod are convert in a accelerated growing center who allow to have a fast increase rate of population... no more need to wait several generation sexual reproduction for only a light increase of population...
