i think this is another one of those things that is up to your imagination :) i think it  means that all the major cities were destroyed so the land could be used :)

Some people really over-think these sorts of trivial issues and completely miss the the real depth and complexity of the game (which can only be found by going online and playing it against human opponents).  It's kind of sad.

to the question, the game is referring to the colonial government, not its citizens.

If you know anything about government officials, they are long gone into some underground mountain bunker at the 1st sign of trouble and will not even let the populace know there is a threat for fear they might "panic". Panic is government code work for block the road so I can't escape.

So what good are government officials after they let there own people be wiped out, absolutely nothing. Your president will become the new invaders pet boot lick.

I like to think that after I take over a planet, that my troops go out and find all government officials in their hiding places and kill them on the spot. My planet, my rules!!  Then we take care of all of the people too....  Need slaves to build for the Empire!  Vasari Empire that is.. *evil grin*

This brings up an important point:

The game needs invasions.  No extra graphics would be needed; just reuse the envoy as a troop transport.  While your troops are invading, you see explosions rage across the planet's surface.  

Add in planet-based weapons systems, and invasions might sometimes be preferable to nuking from orbit as your troops struggle to take over the enemy installations.  As the fleet battle rages overhead, you try and drop as many troops as possible to turn the tide of the battle. The bigger the planet's pop, the bigger the militia there, so send in lots more transports!

Then again, nuking from orbit *never* gets old, why is that?
