Are you running a mod? Did you do anything weird or get any other errors? Does restarting the game and reloading help? More info is needed.
It looks like the black market is seriously bugged up, as well.

Someone managed to break the game... pretty badly too, given that the Black Market's displayed prices are the smallest integer a signed 32-bit int can represent.
You don't happen to be trying to hack the game, are you?
Those black market prices are... ahem, pretty low lol, have you tried buying several million of them just "for da lulz?"
