OK, for quiet a while now I haven't had emoticons or any toolbar at all for submitting comments in windowblinds, dreamscapes, etc. But, now I can't comment. [e digicons]:X[/e] What can I do? W7 IE8

Try clearing your browser cache and cookies.
I deleted cookies created by the forum. Same thing. I place a comment, submit, page jumps to the top and no comment downloaded.
This forum works fine. It's just for skin comments.

This same problem happened when I had one too many add-ons on my browser. I had to unload Ghostery because it didn't allow any comments on the skins. I uninstalled Ghostery, Noscript and Adblock plus. Turned out Ghostery was the culprit. If you have any of them try uninstalling them then re-install one at a time and see which one is doing it. Other than that I don't know.
I have Ghostery, that I never use. I will uninstall.
