Is the culture mechanics hard coded or are we able to make a mod that sees culture actually become useful?It would be great to add culture threat into the game and even make the DE more than a panic button.
You can do some things, like change how fast allegiance can be gained or lost, or increase the base maximum increase of allegiance you get, plus a couple of other benefits through research. The actual mechanics of how it work though are hard coded.
