Increasing the shield points via an ability

Again, another simple question. I want to make it so that the orbital shield structure for the TEC will grant a (Small) shield increase to the structures in the gravity well. Is this even possible? If so, what's the modifier?

Hmm, that goes by a flat point value- is there a way to make it a percentage?

Actually... there was a way with the old Kortul Power Surge ability. I just don't know if it still works.

That's only shield regeneration, not the actual shield points.
