A Scout for each race consolidated and produced for each empire is a good start. Let us go through this process.
First let's identify each scout. Let us discover how we can find models, convert/import, and if this isn't available, create.
Let's understand that each scout from each Empire is entitled to it's own personal flavor. The vasari can phase out and turn neutral asteroids. The Advent can linger after death. The TEC can infiltrate a planet for a period of time and see what's going on even after leaving.

Advent Seeker, Amarr Executioner, Ancient Shuttle, Argon Discoverer. The Asgard are a race of capital ships. Perhaps that can be their flavor in Soase. No once has a small ship of their's been witnessed. Perhaps to compensate for the lack of Asgard, Tau'ri and Ancient ship classes, we can combine them. None the less, that is off topic, and these are Scouts for your list of empire's who's names begin with the letter A. I am off to dinner, and will come back with more info.
