maximum UpgradeTypeCount on starbases

just how many different types can there be? Not the maxUpgradeLevelCount, but the UpgradeTypeCount with the UpgradeType for weapons, toughness, hangar, etc...

I would assume its 9 as that's the most the UI can hold. It certainly can't be any higher than that.
