Disable the Novalith Cannon and the other interplanetary weapons

Is there a way or mod to get rid of the Novalith Cannon and its cousins? Having to go back and constantly re-settle planets late game is taking some of the fun out of it for me.

Starbases, which are available in the expansions Entrenchment and Diplomacy, have an upgrade that stops the planet from being lost, for the TEC its called Auxiliary Government, for the Advent its called Enduring Devotion, and for the Vasari its called Enforced Loyalty.

And since AIs only start building superweapons like an hour+ into the game, you shouldn't have any problem getting starbases up on your worlds by then.

To actually answer the question, you need to go into the player entity files and remove the strings for the appropriate structures and research, then update the string count.

Resettling would indeed be tedious, but starbases with Auxiliary Government (or equivalent) upgrade solve the issue.

Proper culture spread solves the Deliverance engine problem... no, wait. Was there ever a problem here?

Only the Kostura can be a little bit of a pain, but I think it gives the game a more dynamic spin to it.
