Windowed mode

I'm trying to turn windowed mode on for SOASE on Windows 7, becuase every time I try to start the game the screen just goes black. I finally got to the Sins folder under Users, but when i try to open the setting the computer doesn't know what to open it with? Not sure what I need to.
