The developers may or may not implement this...in either case, you can actually sort of mod this yourself if you so wish...
There are 4 files you would need to change...
The Gameplay.constants file is where one sets how much XP is needed to reach each titan/capital ship level...it is here where you can also set the credit cost and time it takes to purchase and obtain a level...
Then, you would need to change each faction's technology file (something like researchsubject_captitalship_maxbuylevel) to have either more levels (where each tech level allows you to purchase an extra capital ship level) or simply change the bonus itself (so maybe each level of this tech increases the levels purchased cap by 2 or 3 instead of just 1)...
Of course, this may only affect capital ships (as I don't think you can buy Titan levels, not really sure) but it's better than nothing...
