Other empires will suffer periodic attack by liberating forces as oppressed Trader civilians across the sector take up arms and rebel against them.

I'm being attacked randomly after researching this tech. I haven't had much of a chance to know if "other" empires are being attacked.

I also believe that the insurgents should be immune to the TEC Rebels friendly pirate policy since the insurgents are not pirates, but disgruntled beta players.
