AI not crew traning their Capships

I have been noticing this for a long time in games, and not just the beta.  For the longest time the AI seems like they will never use or level upgrade their ships by using crew training.  Usually this becomes more noticeable after a much longer game is being played and you have wiped out a fleet of AI Capships.  You Will usually end up fighting ships that are still level 1.

The AI seems to neglect using their money to train their crews to level up their ships to at least level 3, or level 4 if they have researched advanced crew training.  I personaly would like to see the AI use this more often.  When games are starting to wind down it and the AI is on the defensive it would be nice if they would vigorously defend their home worlds better and with Capitalships that are leveled up more.  To me that gives you the feeling that the AI is doing everything they can to defend their home world and not surrender worlds easily by withdrawing from those worlds if they are out matched by a larger fleet.

My point about this is when the AI rebuilds lost capitalships, this is when they should be using this ability.

Actually I had noticed that the AI has been level 7 when I get to their home world.  but I did not figure that they are training ot get to level 7.  I don't know of any way to get to level 7 with out killing a lot of units.  And seeing how the AI is not using their Capships properly and they are not using them to leave their home system, I don't see how they are or how they could even be level 7.  The most you could ever get with training is level 4.  Something seems a bit off here. like the AI is cheating to get to level 7.

The AI, on higher levels, cheats a certain way.  They neither train nor 'fight' to level up their caps.  Instead, the AI auto-levels, similar to the tier 8 advent research 'mass transcendence'. Not only this, the AI also gets a xp boost in combat.  For instance, a Kodiak cruiser is normally 100.  To a comp, it might be 150, but the game wont let the player know the actual xp value (mine is just a guess) since only player values for xp are all that is shown. However, all the above depends on difficulty, with max auto-level (over time) for vicious=7, cruel=6, unfair=5, hard=4. After that max mark, the computer players have to fight for the remaining levels (though they probably still get an xp boost of some sort).  In rebellion beta, the titans dont auto-level though.  What version do you play at what difficulty?

My response was for the OP, but in regards to your statement I'm not entirely sure.  The harder AI levels are actually designed to cheat on multiple levels to make them more challenging.  I just did a big game vs a vicious AI, and I ended up facing wave after endless wave of multiple lvl 10 capital fleets.  I'm pretty sure they didn't all get to lvl 10 killing the AI players on my team, because those idiots ran and hid at their home systems for half the game.  So it's possible the harder AI levels will train their ships to a higher level than is possible for a human player.  A dev would have to confirm this.

Did a patch come out that now fixes the AI Capships actually sending them out to attack?  Because the last set of games Ive played they will not leave their home area.
