Probably known, but Rebellion is the only Steamworks game that I've played that gives me an error when I try to launch without Steam running. All the rest auto launch Steam for me first, then boot up the game. Not sure if I'm missing something here.
Never had any problems running the game while I had no internet access (Steam offline mode enabled of course).
Second, a slight buff to starbases. With titans coming to Sins, massed capital ships are becoming increasingly vital to defending against and countering against them. I'm beginning to adopt an offense fleet and a mobile titan hunter/killer fleet, instead of the standard offense and relatively static defense fleets.
Starbases can be really powerful when fully upgraded. Consider the Overcharge Reactor ability every now and then, it makes for an excellent titan counter.
My thoughts would be to allow starbases to repulse foreign culture much like capital ships. The same rules concerning enemy/neutral planets would apply, but the amount of repulsion would be lower. Say, starting at .15, and increasing .03 per upgrade, something that makes it useful, but only equivalent to a low level capital ship.
Good idea, though I think the dev's left this as an ability unique to the Advent starbase because they didn't want the races to become too similar. Also, this gives the Advent starbase a little more significance when not engaged in active combat (where the Orkulus can move and the Argonev can extend trade routs).
