Is there a program that can edit the textures without having to change the format that they are in?

Gimp is free....some would argue it isn't the most intuitive or easy to learn...but, it's free...

You may need to get a plug-in to view both texture formats (there is TGA and DDS, IIRC?), and one of those doesn't come with the standard Gimp installer....
