I have research truce amongst rogues, and SOME worlds the defenders are still attacking me. Does TAR only give u a percentage?
Are you sure it is the defenders. Because there is a research called insurgency where you will randomly have neutral ships attack you. TAR doesn't affect this. The insurgants will be denoted with a red fist above the ship if you zoom in.
