Planet for a planet (Advent Loyalist research)

What does it do?

So... yeah. I suppose the title should be pretty self-explanatory, if not: The Advent Loyalist research I believe called, "Planet for a Planet", what does it do?

I'm paraphrasing here, but it basically says, when you lose a planet your faction becomes angry. Ok... Do my ships get increased damage? Does my bombing damage increase? Do I launch a massive psionic attack that will randomly destroy an opponent's planet? Does it work only when I lose a planet or can I scuttle a planet for the same effect?

Any help on this one would be appreciated because I can't make sense of it.

If I recall correctly it damages enemy planets that are direct neighbors to your planet when your planet is destroyed, meaning it gives you an edge at getting revenge by bombing his planet into oblivion. Only really useful if you happen to have a fleet ready there to retaliate (i.e. if you lost the planet due to novalith spam or if you didn't pay proper attention and "accidentaly lost it"). It works similarly to "wail of the sacrificed", with the difference being that the latter can be used intentionally by the player.

It also MIGHT give a 25% damage increase buff to all your ships. Not sure though...

As I have no clue where this damage buff I have comes from other wise.

And yes I did check if its from the Advent super-weapon. Its not, it does however STACK with the super-weapon buff. + 50% damage increase ahoy!

This one might need to be rethought or replaced.  It's so incredibly situational I'm not sure I'd bother buying it in most cases.
