Graphics Card Issues

Sometimes when I play my graphics card does not run at maximum capacity. I have MSI Afterburner so I know what the current core and memory clocks are, and they both stay at their resting rate, causing my FPS to drop from 60 to around 10. Does anyone know why this happens and/or how to fix it?
